SLATE RUN ELEMENTARY SCHOOL BY-LAWS
1994-1995



ARTICLE I - NAME
The name of this association is the Slate run Parent-Teacher Organization (PTO), New Albany, Indiana. It is a local PTO unit.


ARTICLE II - PURPOSES
SECTION 1
The objectives of the organization are:

  1. To promote the welfare of children and youth in home, school and community.
  2. To raise the standards of home life.
  3. To secure adequate laws for the care and protection of children.
  4. To bring into closer relation the home and the school that parents and teachers may cooperate intelligently in the education of children.
  5. To develop between educators and the general public such united efforts as will secure for all children the highest advantages in physical, mental. social, and spiritual education.

SECTION 2
The objectives of this organization are promoted through an educational. program directed toward parents, teachers, and the general public; are developed through conferences, committees, projects, and programs; and are governed and qualified by the basic policies set forth in ARTICLE III.


ARTICLE III - BASIC POLICIES
The following are basic policies of this organization:

  1. The organization shall be noncommercial, nonsectarian, and nonpartisan.
  2. The name of other organization or the names of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest or for any purpose not appropriately related to promotion of the objectives of the organization.
  3. The organization shall not directly or indirectly participate or intervene (in any way, including the publishing or distributing of statements) in any political campaign on behalf of, or in opposition to, any candidate for public office; or devote more than an insubstantial part of its activities to attempting to influence legislation by propaganda or otherwise.
  4. The organization shall work with this school to provide quality education for all children, and shall seek to participate in the decision-making process establishing school policy, recognizing that the legal responsibility to make decisions has been delegated by the people to the Board of Education.
  5. The organization may cooperate with other organizations and agencies concerned with child welfare, but persons representing the organization in such matters shall make no commitments that bind the organization.


ARTICLE IV - ARTICLES OF ORGANIZATION
The organization exists as an unincorporated association of its members. Its "Articles of Organization" comprise these bylaws, as from time to tune are amended.


ARTICLE V- MEMBERSHIP AND DUES
SECTION 1
Membership in the PTO shall be made available to any individual without regard to race, color, creed, or national origin.

SECTION 2
Only members of the organization shall be eligible to vote at the business meetings, or to serve in any of its elective or appointive positions.

SECTION 3
The organization shall conduct an annual enrollment of members, but persons may be admitted to membership at any time.

SECTION 4
Each member shall pay annual dues as voted by the membership at the final meeting of the preceding school year.


ARTICLE VI - OFFICERS AND THEIR ELECTION
SECTION 1
Each officer of the PTO shall hold membership in this PTO.

SECTION 2
Officers and their election:

  1. The officers of the organization shall consist of a president, a 1st vice-president, a 2nd vice-president, a secretary, and a treasurer.
  2. Officers shall be elected by vote as necessary in the month of April.
  3. Officers, with the exception of the treasurer, shall assume their duties at, the close of the annual meeting in May, and shall serve for a term of one (1) year and/or until their successors are elected. The treasurer shall assume duties at the close of the school year.
  4. A person shall not serve more than two (2) consecutive terms in the same office. An exception to this provision would require approval of the organization.


SECTION 3
Nominating committee:
  1. There shall be a nominating committee composed of a minimum of five (5) members, two (2) of whom shall be selected by the executive committee from its members.
  2. The nominating committee shall nominate eligible people for each office to be filled and report its nominees at the regular meeting in April at which time additional nominations may be made from the floor.
  3. Only those persons who are members in good standing of this PTO shall hold office.
  4. Only those persons who have signified their consent to serve if elected shall be nominated.


SECTION 4
Vacancies: A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the executive committee, notice of such election having been given. In case a vacancy occurs in the office of president, the first vice-president shall serve notice of the election.


ARTICLE VII - DUTIES OF OFFICERS
SECTION 1
The president shall preside at all meetings of the organization and of the executive committee; shall perform such other duties as may be prescribed in these bylaws or assigned by the organization or by the executive committee; and shall coordinate the work of the officers and committees of the organization in order that the objectives may be promoted.

SECTION 2
The 1st vice-president (parent rep) shall act as an aide to the president; shall coordinate the work of the committees of the organization and shall perform the duties of the president in the absence or disability of that officer to act and such other duties as may be assigned; and shall assume the duties of president for the next school year.

SECTION 3
The 2nd vice-president (teacher rep) shall act as coordinator between the organization and the school. (The school being defined for this purpose as the students and faculty.)

SECTION 4
The secretary shall record the minutes of all meetings of the organization and of the executive committee and shall perform such other duties as may be assigned.

SECTION 5
The treasurer shall:

  1. Have custody of all of the funds of the organization;
  2. Keep a full and accurate account of receipts and expenditures;
  3. Make disbursements only in accordance with the organization's authorized and adopted budget;
  4. Present a written financial statement at every meeting of the organization and at other times when requested by the executive committee and shall make a full report at the annual meeting;
  5. File a copy of the written financial statement with the secretary for recording in the minutes;
  6. Be responsible for the maintenance of the books of account and records according to generally accepted accounting principles.


SECTION 6
All officers shall;
  1. Perform the duties prescribed in the parliamentary procedure in addition to those outlined in these bylaws and those assigned from time to time.
  2. Deliver to their successors all official material not later than ten (10) days after their successors assume their duties.


ARTICLE VIII - EXECUTIVE COMMITTEE
SECTION 1
The executive committee shall consist of the officers of the organization, the chairman of standing committees, and the principal of the school or a representative appointed by him/her. The members of the executive committee shall serve until the election and qualification of their successors.

SECTION 2
The duties of the executive committee shall be:

  1. To transact necessary business in the intervals between organization meetings and such other business as may be referred to it by the organization;
  2. To create special committees;
  3. To approve the plans of work of the standing committees;
  4. To present a report at the regular meetings of the organization;
  5. To prepare and submit to the organization for adoption a budget for the year. (Budget-preparation shall include officers and newly selected chairman of the standing committees.)


SECTION 3
Regular meetings of the executive committee shall be held during the year, the time to be fixed by the committee at its first meeting of the year. Sever. (7) executive committee members shall constitute a QUORUM. Special meetings of the executive committee may be called by the president or by a majority of the members of the committee.


ARTICLE IX - BUDGET
SECTION 1 An annual budget shall be prepared by the executive committee and presented to the organization for adoption.

SECTION 2
Budget preparation shall take place before July 1st each year and shall be presented for adoption at the first PTO meeting of each school year.

SECTION 3 Any expenditure(s) exceeding TWO HUNDRED DOLLARS ($200.00) beyond the budget must be approved by the organization. The organization may not authorize the spending of funds that are not available.

SECTION 4
The organization may revise the budget during the school year if the revisions are presented to the organization at least seven (7) days prior to a vote.


ARTICLE X - MEETINGS
SECTION 1 The organization may hold monthly meetings; however, may not hold less than six (6) business meetings during the school year. Dates of meetings shall be determined by the executive committee and announced at the first regular meeting of the year. Seven (7) days notice shall be given of a change of date.

SECTION 2
Special meetings of the organization may be called by the president or by a majority of the executive committee.

SECTION 3
The annual meeting shall be in May.

SECTION 4
Fifteen (15) members shall constitute a QUORUM for the transaction of business in any meeting of this organization.

SECTION 5
The privilege of holding office, introducing motions, debating, and voting shall be limited to members of this PTO whose dues are current.


ARTICLE XI - STANDING AND SPECIAL COMMITTEES
SECTION 1
The standing committees shall be: Spiritual and Educational. Historical, Hospitality, Library, Nominating, Room Mothers, School Enrollment, Student Directory,, and Ways and Means. The chairperson of each committee shall be selected by the officers of the organization.

SECTION 2
Only members of the organization shall be eligible to serve in any elective or appointive positions.

SECTION 3
No committee work shall be undertaken without the consent of the executive committee.

SECTION 4
The authority to form special committees and appoint their members rests with the organization, the executive committee or the president. A special committee automatically goes out of existence when its function is completed.

SECTION 5.
All committees, standing or special, shall submit a written report to the executive committee. Reports will be due after any major function, last task of a special committee, or at the close of the school year for standing committees.(Report should include notes for future committee members regarding needed supplies and supplies still on hand.)

SECTION 6
The president shall be a member ex officio of all committees except the nominating committee.

SECTION 7
The executive committee shall annually appoint an auditor or form special auditing committee to:

  1. Verify monthly statements for accuracy;
  2. Examine said accounts at the close of the fiscal year;
  3. Sign a statement that said committee or auditor is satisfied with the treasurer's monthly and annual reports are correct at the end of each report, a copy of which shall be made a part of the treasurer's permanent record. And discrepancy(ices) shall be brought to the attention of the executive committee.


ARTICLE XII - FISCAL YEAR
The fiscal year of this association shall begin on July 1st and end on the following June 30th.


ARTICLE XIII - PARLIAMENTARY PROCEDURE
ROBERT'S RULES OF ORDER NEWLY REVISED shall govern the organization in all cases in which they are applicable.


ARTICLE XIV - AMENDMENTS
SECTION 1

  1. These bylaws may be amended at any regular meeting of the organization by a two-thirds (2/3) vote of the members present and voting, provided that notice of the proposed amendment shall have been given at least seven (7) days prior to the meeting at which the amendment is noted upon.
  2. A committee may be appointed to submit a revised set of bylaws as a substitute for the existing bylaws only by a majority vote at a meeting of the organization, or by a two-thirds (2/3) vote of the executive committee, the requirements for adoption of a revised set of bylaws shall be the same as in the case of an amendment.
